John Birch had been Borough Librarian in Taunton, Somerset from 1947 to 1958 before coming to WA to take up the position of City Librarian at Fremantle on 1st December 1958. John Birch lived in East Fremantle and had a wife, Joyce, and three children. He became the first Director of Cultural Activities at the Fremantle City Council in 1971.The Evan Davies Civic Library had previously been the Fremantle Free Library and before that the Fremantle Literary Institute.
