Such a plan should cover the three major elements of traffic management, a special public transport system, and a public information programme. This report concentrates on the traffic management aspects and provides input to the required special public transport system as far as is possible. The report makes it clear that an extensive public information programme is necessary to achieve a workable traffic management plan.
