The study follows the lines of a modified Burra Charter format - the history of the Town Hall Complex, examining the existing conditions, the need for change and recommends an approach to re-organisation. This is followed by a developed conservation policy and a description of the basic recommendations for immediate and future inclusion, together with their costs covering works to the buildings and to the square.
