CouncilDescription This publication celebrates 16 years of implementation of the City of Fremantle's 'Preservation and Change' programme of conservation allied with development. This programme represented a change in direction for the local council when the conservation policies and practices which the Council then adpoted also reflected changes in community attitudes. The Council was in the forefront of the movement to protect the city's heritage and new policies were launched in two significant ways: the conversion of the Asylum into an arts centre, and the publication of a landmark discussion document, "Fremantle - preservation and change". The document put forward policies designed to advance the city's prosperity while protecting the most significant historic buildings. This publication shows how consistently developed and applied over those sixteen years, the programme comprehensively embraced structures, trees, spaces, areas, patterns of use and economic relationships. It was implemented through plans, regulations, negotiations, public works, administrative measures, investments, development initiatives, model projects and promotional acitivities. 1986, the year leading up to the America's Cup defence, saw the culmination of that programme.
