It takes courage from a government to commit $70 million to fix an environmental problem, especially if the fix might not work. In the late 1980s the Western Australian government decided for a new engineered channel connection the Peel-Harvey Estuary to the Indian Ocean. the once thriving waterway had horrendous algae pollution, sticking and dying. It was on the way out. There were sceptics that the proposed fix would not save the estuary. The government turned to the Environmental Protection Authority for advice. Bruce Hamilton was the leading science adviser to the Authority, and Mike Paul was the leading engineer adviser. Both were outstanding public servants. This is the story about the science, the engineering and the competition of ideas behind fixing such a major environmental challenge. Along the way it gives insights into how governments work, and lessons for environmental decision-making. The story has many heroes, most are public servants, and all gave a public service.
