Social reformers, like Frederick Vosper, caused a stir in the old ways of operating the penal system of W.A., which led to the Royal Commission of 1898. Although some worthy suggestions were made no change occurred. The 1903 Prisons Act helped to improve the situation, however it was not until the 1911 Royal Commission that the system was reformed.
