The primary objective was to quantify the traffic impacts of alternative options, including the range of community opinions regarding the likely effects of these options. A series of traffic surveys was undertaken and a detailed traffic model of the local area established. The study focused on east-west connections to the Bypass between High Street and South Street, because connections to the south of South Street had either been resolved were still under investigation. "This report draws together quantitive traffic information and relevant material ... to provide a recommendation for east-west links to the Bypass.
