Lot 1369, on which house 97 Ellen Street is located, first appears in the Fremantle rate books in the period 1904/05. Two cottages are located on this lot (95-97 semi detached pair) both owned by Francis Ward. 97 Ellen Street was then number 212 and the occupant was Charles B Robson, an agent. Francis Ward owned the cottage until at least the mid1920s and had several tenants in this time. In 1910/11 the occupant was John Ellis Witty, in 1915/16 William Turner Blythe was the occupant and by 1920/21 and until the early 1930s Herbert Ligar Cook was the tenant. The cottage had changed ownership by 1930/31 from Ward to Albert Dukes Thomas and Olive Thomas, who also had tenants. By 1940/41 Olive Bevan was the owner and her tenants included Alexander Hicks in 1940/41, Alice Perry in 1945/46 and Mervin Maurice Beard in 1951/52. The house was originally numbered 212 but this changed to 85 in the mid1930s and changed again to the current number in the 1951/52 rate period. The house is on part of Lot 1369.
