The place has aesthetic value for its contribution to the streetscape and the surrounding area. It is representative of the typical workers' houses in the Fremantle area. The place is an example of the Victorian Georgian style of architecture.ArchaeologyConditionCondition assessed as good (assessed from streetscape survey only).HistoryAlthough the lot had many owners since the 1870s, the land remained undeveloped until the 1890s. By 1897, there were two cottages of four rooms on the lot. Thomas Britnell was the owner at this time, and the cottages were occupied by E Wilson, an accountant, and A I Edmonds, a solicitor. By 1908, the cottages were occupied by Horace Wilson and Henry Gumbleton. W Totterdell owned the two duplexes in 1930/31. At this time, they were occupied by Philp Koutsoukis and Peter Mullino. A Metropolitan Sewerage plan dated 1954 shows 164 and 166 South Terrace as a duplex pair built of stone, with full length front verandahs and various additions to the rear. Both had paths across the front and down the side that led the backs of the cottages and into the backyards, which were separated by a fence. In 1955, the Health Department reported that the cottages were empty and that extensive repairs were needed. Michel Marchesani & Antonio Raspa owned the duplexes in the early 1950s. It is from this time that they had separate ownership. In the 1960s, Antonia De Silva Lino owned and lived in No. 164, while Carmine Fiaziali owned and lived in No. 166. This place was included in the list of heritage places in the City of Fremantle identified by the Fremantle Society (1979/80) - BROWN -significant for making a positive contribution to the built environment of Fremantle. Physical Description164-166 South Terrace is a single storey with basement, limestone and iron duplex pair with a symmetrical façade built by 1897 and designed as an example of the Victorian Georgian style of architecture. The walls to no.164 are limestone with rendered quoins, the walls to no.166 are rendered masonry with rendered quoins. The roof is hipped and gabled and clad with corrugated iron. The front verandah is under a separate corrugated iron roof supported by chamfered timber posts with simple timber balustrade to no.164 while the verandah to no.166 is supported by concrete/cement posts with an iron balustrade. The front doors with fanlights are adjacent to each other, no.164 has a window with iron security grill, while no.166 has a double casement window with modern shutter. The pair are elevated from street level with a set of steps leading to the front entrances.
