The place has aesthetic value for its contribution to the streetscape and the surrounding area. It is representative of the typical workers' houses in the Fremantle area. The place is an example of the Victorian Georgian style of architecture. ArchaeologyConditionCondition assessed as good (assessed from streetscape survey only).HistorySuffolk Street is named after the English county, as per Norfolk and Essex Streets. Duplex 10-12 Suffolk Street was formerly 36-38 Suffolk Street; the numbering changing in 1935/36. This stone duplex was constructed in approximately 1887 for the owner, Robert Hicks. He had owned the lot previously and four small houses were present on the lot however the rates books indicate that new four roomed cottages were constructed during that year. The houses that were previously on the lot were four smaller stone dwellings that were aligned along the western boundary. These cottages are shown on the 1908 sewerage plan of the site. Robert Hicks was a purser and the precious owner of the land was his brother Richard Hicks. The Hicks family owned other land in Suffolk Street at the time Thomas Hicks another brother, owned 4 Suffolk Street. A member of the Hicks family did however occupy 10 Suffolk Street until the 1940s. The other cottages on the site were leased out to tenants. Three of the smaller cottages were still on the site in the 1940s. This place was identified by the Fremantle Society in 1979/80 as being of cultural heritage significance. (Coded: Purple. “Of architectural and historic significance in its own right.”) A photograph of the place taken in 1978 shows that the façade of both cottages were rendered and the roofs were painted a dark colour. The verandah is fenced in with solid panelling between the verandah posts. This photograph shows some evidence of the former cottages on the western boundary. Restoration and addition to the cottages began in 1981 when a two storey terrace consisting of three residences were constructed to a design by architect Peter Overman. At the time of construction it was recorded that the shingle roof of the original cottages was still in place under the corrugated iron. Restoration of the cottages was part of the redevelopment plan which included the removal of the render on the front façade to reveal the stonework underneath. Physical DescriptionDuplex 10 & 12 Suffolk Street, is a single storey limestone, brick and iron duplex pair with a symmetrical facade designed as an example of the Victorian Georgian style of architecture. The walls are limestone and brick quoins (quoins rendered and painted to no. 10). The roof is a separate hipped roof over each duplex half with a dividing parapet wall and clad with corrugated iron. Each front facade has a central front door flanked either side by double hung sash windows.
