The blue field represents the Navy and the sea. The white Maltese Cross represents wartime naval service in the Mediterranean Sea while in command of HMAS Sydney (II) where the then Captain Collins earned his reputation. The double fouled anchor has been lifted from the Chief of Naval Staff (CNS) flag and indicates that Collins was the first Australian born Chief of Naval Staff.

The submarine was based for much of it’s service at HMAS Stirling just south of Fremantle
The submarine has a long link with Fremantle, having been based around the port for much of its service.Relevance to the CityHMAS Collins is still serving (circa 2021) in the Royal Australian Navy in the defence of Australian waters and has been based around Fremantle for much of her service.
The ship is currently based just south of Fremantle at Garden Island.
