The place has aesthetic value for its contribution to the streetscape and the surrounding area. It is historically significant as a very early workers' house in the Fremantle area, now close to the central commercial area. The place is a modest example of the Victorian Georgian style of architecture.ArchaeologyConditionCondition assessed as fair to good (assessed from streetscape survey only).HistoryA cottage is already evident on this site in 1880, the earliest available rates book record. It was owned and occupied by Joseph Pickering, a retired pensioner guard who is later also listed as a milkman. Pickering had arrived in WA in 1866. He had previously been a dairyman and took this occupation up again when he left the pensioner guards. In 1897, four additional cottages were built on the lot in a terrace: 25, 27, 29 & 31 Parry Street. Pickering continued to live at the original cottage, No 23, until his death. His widow is listed as owner and occupant from 1898, with the 1899 rate books noting four male and four female occupants of the residence, indicating the Pickerings had a substantial family. They had left the place by 1901. The following owner, Mrs D Baldwin, does not appear to have lived at the place until 1905-08 when Dennis Baldwin, cab man, and Mary Baldwin are recorded at the place. By the 1920s Percy Jeffries owned the place, but by the 1930s did not live there. In 1938 it passed to Emma Hall, who retained ownership until 1944 but also did not live there. Physical DescriptionHouse, 23 Parry Street is a single storey brick and tile house built in the Victorian Georgian style of architecture. The walls are rendered brick. The roof is hipped and tile clad. There is a rendered brick chimney to one end, and a small protruding room at the other, with an entrance door.
