Jean also joined the Australian Labor Party, subsequently becoming a Life Member, and also joined the Ratepayers Association. She had started a BA at University before being elected unopposed to the Fremantle City Council in 1983, serving as a councillor for City Ward until 1992. She was Deputy Mayor 1989-1990. Jean's community work continued after she left Council with involvement in the Fremantle Workers Club, the Volunteer Task Force, the Fremantle Library Advisory Committee, the Fremantle Education Centre Board, the Fremantle Hospital Management Board, the Fremantle Cemetery Board and the Metropolitan Cemeteries Board. There is commentary on the work of Boards, organisations and committees Jean was involved with, including issues that arose and the personalities involved.
